EMALAHLENI – The eMalahleni Local Municipality hosted its Integrated Development Plan (IDP) and Budget Indaba at the eMalahleni Banquet Hall on Wednesday, May 7, 2025, bringing together a broad range of stakeholders to shape the city’s future development and financial planning.
The event, directed by Programme Director Councillor Lucky Tolo, welcomed representatives from government departments, the mining sector, and community members for a constructive dialogue around municipal priorities.
Chairperson of the Municipal Public Accounts Committee (MPAC), Cllr Maraba, officially opened the session, delivering welcoming remarks and acknowledgements to all dignitaries and attendees.
The purpose and importance of the Indaba were outlined by Cllr Faith Msibi, Member of the Mayoral Committee (MMC) for Financial Services, who emphasised the municipality’s commitment to transparency, public participation, and accountable governance.
A key highlight of the event was the address by Executive Mayor Cllr Vusi Nhlapho, who presented a detailed overview of the municipality’s developmental goals and budgetary plans for the upcoming financial year. He urged residents to play active roles in local development, particularly by paying municipal rates and supporting local economic initiatives.
“The success of our municipality depends on the participation of every citizen,” said Mayor Nhlapho. “We must work together to build a city that is inclusive, sustainable, and forward-thinking.”
The Mayor also touched on the pressing issue of road infrastructure, making a heartfelt appeal to mining companies operating in the region.
“If each mining house can adopt and maintain at least one road, it will go a long way in improving the state of our infrastructure,” he said.

The Indaba encouraged open and robust discussions. Johannes Mogale, a concerned community member, raised an issue about the hazardous railway crossing in downtown eMalahleni, heading towards Klarinet. He directed his question to the Department of Public Works, Roads and Transport, asking for clarity on their plans to reduce traffic and accidents at the site.
“We’ve heard about the proposed bridge, but there has been no visible progress. What is your plan, and how far are you with it?” asked Mogale.The municipality closed the session by thanking all participants and reaffirming its commitment to inclusive development, community engagement, and service delivery accountability.
