Major upgrade of N11 set to begin in June

MIDDELBURG – An information and transformation session for the N11 road upgrade project was held on Wednesday, May 14, 2025, at the Banquet Hall in Middelburg.

The meeting focused on the 23.5 km stretch of road from the Hendrina Power Station to the N4 interchange. The session aimed to empower local small, medium, and micro enterprises (SMMEs) by outlining details of the project and highlighting Contractual Participation Goals (CPGs).

The appointed contractor, Concor Construction, and consulting engineers KBK, were introduced, with an emphasis on the opportunities available for local businesses and encouraging their active involvement.

Steve Tshwete Local Municipality Executive Mayor, Mhlonishwa Masilela, attended the session, accompanied by senior municipal officials and Members of the Mayoral Committee.

The road construction project is expected to deliver substantial socio-economic benefits to the local community, particularly through job creation.

The contract is set to run for 30 months, including a three-month mobilisation period which began on March 14, 2025 and will conclude on June 14, Major Upgrade of N11 Set to Begin in June2025.

The total project value is estimated at R609 million, with R183 million — approximately 30% — earmarked for labour and local SMMEs, especially those owned by women, youth, people living with disabilities, and military veterans.

Construction is scheduled to commence immediately after the mobilisation phase.

Interested SMMEs wishing to tender for the project must submit the following documentation:

Proof of B-BBEE contributor level;

Proof of classification as an Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE);

Proof of registration on the National Treasury’s Central Supplier Database (CSD);

Proof of residence within the Steve Tshwete Local Municipality;

Proof of registration with the Construction Industry Development Board (CIDB) with the required grading and class;

Proof of compliance with the Compensation for Occupational Injuries and Diseases (COID) Act; and

Proof of tax compliance.

This initiative forms part of the broader commitment to transformation and inclusive economic participation through infrastructure development.
